New Graded Legislation: 2/21/18

LEAP Forward will be grading the following legislation:

Colorado

HB 1015 - by Rep. Stephen Humphrey (R) - The bill repeals statutory provisions: Prohibiting the possession of certain ammunition magazines; and Requiring each of certain ammunition magazines that are manufactured in Colorado on or after July 1, 2013, to include a permanent stamp or marking indicating that the magazine was manufactured or assembled after July 1, 2013.

Maryland

SB 741 by Sen. Richard Maladeno (D) - Altering the process by which a person who is denied a certain handgun permit or renewal of a permit or whose permit is revoked or limited by the Secretary of State Police or the Secretary's designee may appeal the decision; repealing provisions of law relating to the Handgun Permit Review Board; providing that appeals from a certain decision by the Secretary or the Secretary's designee may be made to the Office of Administrative Hearings by filing a written request with the Secretary; etc.

SB 789 - by Sen. George Edwards (R) - Altering a provision of law to authorize a resident of this State who is eligible to purchase a rifle or shotgun under the laws of another state to purchase a rifle or shotgun from a federally licensed gun dealer in the other state, instead of limiting the purchase to an adjacent state; etc.

LEAP Forward is grading OPPOSITION.

SB 814 - by Sen. Johnny Salling (R) - Clarifying that self-defense can qualify as a good and substantial reason to wear, carry, or transport a handgun for purposes of the issuance by the Secretary of State Police of a permit to carry, wear, or transport a handgun.

LEAP Forward is grading OPPOSITION.

SB 1062 - by Baltimore City Senators Committee - Prohibiting a person from possessing a certain detachable magazine that has a capacity of more than 10 rounds of ammunition; prohibiting a person from possessing a regulated firearm if the person was previously convicted of a certain crime involving possessing, owning, carrying, or transporting a firearm after having been convicted of a certain other crime; and applying certain penalties.

Oklahoma

HB 2951 - substitute amendment by Rep. Jeff Coody (R) - Carrying a firearm for self-defense without government permission.

LEAP Forward is grading OPPOSITION.

Tennessee

HB 1461 - by Dwayne Thompson (D) - As introduced, creates the Class E felony offense of purchasing, selling, possessing, or using a part, component, device, or attachment designed to accelerate the fire of a semi-automatic rifle and makes any semi-automatic rifle that includes an accelerated fire part, component, or device a prohibited weapon.

LEAP Forward is grading SUPPORT.

HB 1851 - by Joe Towns, Jr. (R) - As introduced, prevents a municipality from charging a person with a violation of any ordinance prohibiting discharging a firearm within the municipal limits if the person acted in justifiable self-defense or to prevent the commission of a criminal offense when discharging the firearm.

SB 6 - by Sen. Phil Baruth (D) - This bill proposes to require that a background check be conducted on the proposed transferee before a firearm may be transferred unless the transfer is between immediate family members, by or to a law enforcement agency, or by or to a law enforcement officer or member of the U.S. Armed Forces acting within the course of his or her official duties.

HB 422 - by Maxine Grad (D) - This bill proposes to require a law enforcement officer to confiscate a dangerous or deadly weapon from a person who is arrested or cited for domestic assault if the weapon is in the immediate possession or control of the person being arrested or cited; in plain view of the officer; or discovered during a consensual search.
