Requires applicant for certain firearm permits and identification cards to sign document acknowledging risk associated with having firearm in home.

This bill requires an applicant for a firearm purchaser identification card, permit to purchase a handgun, or permit to carry a handgun to sign a written statement acknowledging the risks associated with firearm possession. The written disclosure would state: “Warning: The presence of a firearm in the home is associated with an increased risk of death to self and others, including an increased risk of suicide, death during domestic violence incidents, and unintentional deaths of children and others. By submitting an application, I acknowledge these increased risks due to the presence of a firearm in my home.” Under the bill, the Superintendent of State Police, the chief of police, or a licensed retail dealer is required to provide the written statement when a person receives an application for a firearms purchaser identification card or permit to purchase a handgun. The chief of police or the superintendent also would provide this written statement when a person applies for or renews a permit to carry a handgun. The bill requires the applicant to acknowledge the risks associated with the presence of a handgun in the home by signing the statement.
